Why only seven jurisdictions?
Because there is no federal predictive-scheduling law — coverage is a patchwork of city ordinances plus Oregon's statewide law. These seven (NYC, Chicago, San Francisco, Oregon, Seattle, Philadelphia and Los Angeles County) hold essentially all of the active fair-workweek laws in the US.
What counts toward the size threshold?
